If not busy for writing then bussy for what?: an overview on why current African political leaders are neglecting writing
This paper discusses the plight of the writing spirit among African ruling political elites. This plight is historically situated and it is subjected to a comparative perspective. While it is not the view of the author that writing is always the most effective means that can be used by political leaders to communicate with the public, communicating with the public through writing is one of the useful information transferring tools that ought not to be ignored. Through a trend analysis, the paper observes that unlike most of first African heads of state and governments who were keen to academic writing most of contemporary African leaders have lost interest in writing, with only a handful of leaders still involved in academic scholarship. Some of the factors that are attributed to this decline include; lack of ideological backing, the growing sense of insecurity among political leaders, the transformation of ruling parties and the influence of financial donors, just to mention some.

Developments on Balanced Scorecard: A Historical Review
Balanced Scorecard is considered as the world widely used Performance Management System by organizations. Around 57% organizations of the world are using the Balanced Scorecard tool for improving their Organizational Performance. This technique of performance evaluation and management was coined by the Kaplan and Norton in 1992. From that date to now a lot of work has been done by the academicians and practitioner on the Balanced Scorecard. This study is summarizing the major studies conducted on Balanced Scorecard from 1992 to the present. Summing up all the criticism and appreciations on Balanced Scorecard, the study is suggesting some guidelines for improving the Balanced Scorecard in the light of previous researches conducted on Balanced Scorecard.

Management of electronic resources in Private Universities in South-West Nigeria
This paper focused on management of electronic resources in Private Universities in South-West Nigeria with the main objective of finding out the level of implementation of Electronic Resources Management Software (ERMS) in the management of electronic information resources in these universities. The survey method was used and questionnaire was distributed to the Systems Librarians within the universities selected. Findings show that ERMS awareness among the Systems Librarians is high while the level of implementation in managing electronic resources is still very low. It was further found out that electronic resources are not being catalogued/classified in the universities under study. Part of the suggestions offered is that University Libraries should, as a matter of professionalism and importance, introduce ERMS software in the management of their electronic resources.

Germination and early growth of eucalyptus plants in commercial potting substrate amended with different rates of vermicompost
Vermicompost has been promoted as a viable alternative container media component for the horticulture industry. The purpose of this research was to investigate the use of vermicompost at different points in the production cycle of eucalyptus seedlings. The incorporation of vermicompost of city refuse origin into germination media up to 20% v/v enhanced shoot and root weight, leaf area, and shoot:root ratios of seedlings; however amendment with vermicompost had little influence on seed germination. Moreover there was no effect on the germination of seed of any species. When seedlings of eucalyptus were transplanted into 6-cell packs there was greater plant growth in media amended with vermicompost compared to the control media, and the greatest growth when vermicompost was amended into both the germination and transplant media. This effect was increased when seedlings in the transplant media were irrigated with water containing fertilizer.

The influence of the plant coverage on the desertification status in Jarghooye region of Isfahan using IMDPA model
The issue of plant coverage, destroying it and the resulting influence on desertification process has long been taken into consideration by the scholars and researchers of different fields of study specially natural resources and agriculture. In many areas of the world, human being has played the main role, intentionally or unintentionally, in desertification or speeding up the rate of it. It has been accepted that proper and effective plant coverage slows down the rate of desertification to a great extent in an area susceptible for desertification and also it makes the condition conducive for changing the ecosystems into a better form. The current study has been done with the objective of determining the quantitative influence of the plant coverage in Jarghooye area on desertification in this region that is one of the most susceptible areas of the country. In this study, Iranian Model of Desertification Potential Assessment (IMDPA) was applied. This model is one of the valuable models for determining the level of desertification in different areas of Iran. The results of this study shows that the coverage exploitation index with the numeral value of 3.18 is in sever class and has the most influence on the indices studied in the region. Generally the plant coverage index of this area with the numeral value of 1.99 is indicator of the average influence on desertification process in Jarghooye region.

The effect of advertsing on Iranian audience: a study of male and female attitudes
This study examines the effect of advertising on Iranian audience using the total sample of 274 Iranian male and female. The study used the t-test model to determine the significant differences between Iranian male and female attitudes on different facets of advertising if any. As the researcher found that there is a statistically significant difference between the Iranian male and female in advertisements which create needs but do not fulfill them perfectly, this type of study would help the industry to realize the need of measuring the pulse of the general consumers from time to time and fulfill their needs. Knowledge of these in different segments of society will help the industry and advertising agencies in the development of creative strategy and media planning for targeting specific groups. At the same time, the practice of advertising should be improved and its credibility has to be enhanced among its recipients. This research has tried to demonstrate that there are some people who always think the positive consequence of advertising and at the same time there may be others who think negatively the consequences of advertising, Therefore, the long-term goal of the industry should be to improve its performance over time.

Job anxiety and personality adjustment of secondary school teachers in relation of gender and types of teacher
The researcher has presented a brief review of related studies done in the field of teacher. This chapter deals with analysis and interpretation. The collected data on job anxiety and personality adjustment of secondary school teachers were analyzed by busing suitable statistical techniques in accordance with the objective of the present study. The objectives of the present study were. The researcher found out job anxiety of secondary school teachers by administering job anxiety scale. Then the researcher categorized these 60 sampled teachers into four categorizes. On the basis of the score obtained by teachers on job anxiety scale, the researcher also calculated the percentage of secondary school teachers in different category of job anxiety. The table no.4 rains category of job anxiety and number and percentage of secondary school teachers belong to different categories.

Medical Image Viewing Over Mobile Devices Using 3G Network
The future of healthcare delivery systems and telemedicinal applications has undergone a tremendous change due to e-health. E-health was the result of the integration of networks and telecommunications, dealing with applications of collecting, sorting and transferring medical data from distant locations for performing remote medical collaborations and diagnosis. Medical information is either in multidimensional or multi resolution form, this creates enormous amount of data. Efficient storage, retrieval, management and transmission of this voluminous data is extremely complex. The solution is to reduce this complexity is to compress the medical data so that the diagnostics capabilities are not compromised. For medical images, only a small portion of the image might be diagnostically useful, but the cost of a wrong interpretation is high. Combination of Lossless and Lossy compression schemes with secure transmission play a key role in telemedicine applications that help in accurate diagnosis and research. In this paper, we propose a combined compression method for Digital Imaging and Communications in Medicine images. The method includes the compression of region of interest using lossless image compression technique i.e. Predictive coding while the remaining area of image (other than region of interest) is compressed using the near lossless image compression techniques i.e. DCT. The image later is reconstructed by merging the region of interest with non-region of interest to get the compressed image, which is then sent over a wireless network using a 3G connection for fast and errorless transmission, to be accessed by authorized users on mobile devices.

Influence of Plyometric Training on Selected Power Related Fitness Variables
The purpose of the study was to find out the influence of plyometric training on selected power related fitness variables. To achieve this purpose of the study, thirty men students studying in the department of physical education and sports sciences, Annamalai University, Annamalai Nagar, Tamil Nadu, India were selected as subjects at random. The selected subjects were divided into two equal groups of fifteen subjects each such as plyometric training group and control group. The experimental group underwent plyometric training for three days per week for twelve weeks. The control group did not participate any special training programmes. Power variables such as explosive power in terms of vertical, explosive power in terms of horizontal, elastic power and anaerobic power have been selected as criterion variables. All the subjects of both groups were tested on selected criterion variables at prior to and immediately after the training programme. The analysis of covariance was used to analyze the data of the plyometric training group and the control group between the pre-test and post-test scores. The level of significance to test the âFâ ratio obtained by the analysis of covariance was fixed at 0.05 level of confidence which was considered to be an appropriate. The results of the study showed that there was a significant difference between plyometric training group and control group on selected criterion variables such as explosive power in terms of vertical, explosive power in terms of horizontal, elastic power and anaerobic power.
