Managerial Competency Approach in Management Development
One of the framework which could be utilized in management development is management competencies. This approach have focused the attention of researchers in recognition to key competencies for managers which have believed that the deep study of managerial competencies opens the road for development & enrichment of organization’ management. From mid-1980, the managerial competency development caught the interest of organization, the reason for such desire was the belief that managerial competency development have many benefits for organizations and this belief still stands (Ghaffarian, 2000:71). Pedagogy & selection of mangers and leaders is the most problematic issue for cotemporary progressive organizations. What kind of qualifications must a manager have(Abraham&Karness, 2001:843( for successful performance of his duties and achieving organizational’ goals(even beyond that)? A definition of qualification is as such: “Qualifications are managerial features which lead to appearance of skills & capabilities that would cause effective performance in any occupational domain; Also, incarnates the capacity for transfer of skills & capabilities from one domain to another”. In this definition, the superior performance means that the individual with specific qualifications is in upper level(Chen, 2004: 105). Competency has various meanings and still has remained as one of the most important term in organizational literature(Robatam , 1999). Based of definition of Boyatzis (1982:23), competency is a constituent in which emphasizes on personal attributes of individuals for achieving his effective job performance. Therefore managerial competencies consist qualities and capabilities of managers which leads to effectiveness of managers in work environment( Voudal 1998:4).

Emotional intelligence: a literature review
Emotional intelligence is a different way of being smart. It includes knowing what your feelings are and using your feelings to make good decisions in life. It’s being able to manage distressing moods well and control impulses. It’s being motivated and remaining hopeful and optimistic when you have setbacks in working toward goals. It’s empathy; knowing what the people around you are feeling. And it’s social skill—getting along well with other people, managing emotions in relationships, being able to persuade or lead others. Emotional intelligence was popularized in 1995 when psychologist Daniel Goleman wrote his book, Emotional Intelligence: Why It Can Matter More Than IQ. Emotional, or social intelligence, involves at least five types of skills: 1- Self-awareness is a person’s ability to understand and be aware of their feelings and moods. Self-awareness helps a person keep an eye on their thoughts and emotions so they can better understand why they feel a particular way. 2- Managing emotions This skill helps people display their emotions in socially appropriate ways. It helps one control anger, sadness, and fear. 3- Motivation helps a person use their emotions to reach their goals. It helps them hold back their impulses and delay gratification to reach these goals. 4- Empathy is the ability to understand how a person feels. It is different from feeling sorry for someone. It is feeling like “walking in their shoes.” 5- Social skills are dealing with others in social situations. It is the ability to carry on a conversation and deal with other’s emotions. It is being socially competent.

The research was performed for highlighting and emphasizing the political functions of the media and political communication using content analysis. The choice of network news, news related to political events that represent the policy of the media network, is taken into consideration. The study samples included news about the political events in Press TV network. In this study, 141 reports were selected for content analysis in terms of indicators such as induced bias or impartiality, the value of news, news items, and other news sources were evaluated. According to the results, most of the news, with only one-sided and agreeing point of view in covering news related to Iran, reflected in a few cases. The viewpoints were one-sided in favor, and opposite views were covered too. Merely the reflection of the agreeing views will manifest the orientation of the news and shows the network as biased. Thus, it is suggested to avoid declining opposite views and to cover them in a proffessional way. This will not only make audience rely more on the news, but also will help the reports to be more effective and thus, it will be easier for the audience to accept the main theme of the network.
